Yup, that could've been me, exiting turn 5 at UMC West, haha.
I've uploaded the lap that I was on when it happened. You can't see the smoke behind me, but you can get an idea of what happened RIGHT BEFORE I noticed the bomb, lost power, saw the cel, then coasted off the track.
At :35 seconds we enter the FASTEST part of the track, where I was grabbing 4th for a moment. (This is the first Full Lap of the session, so we're a little bunched-up.) At about :44 we're braking for the SLOWEST part of the track: a long, double-apex Left-hander. So as I was braking I went back to 2nd, added the throttle when I could see the exit and .... POOF...... blue cloud.
I enjoyed the first day of this event as well. It was fun running around with several other 986s that day. Another blew a big smoke cloud on the final turn that I captured on dashcam, very end of this lap https://vimeo.com/276621346/9258308c2e

Do HPDEs qualify as a "prearranged or racing or speed contest"?
I would say maybe not, but I'm not an attorney...
IMHO HPDE is not a speed contest or race, but it is prearranged though.

IMHO HPDE is not a speed contest or race, but it is prearranged though.
In general, the typical thinking is that if there is timing in any way (lap times are being kept/tracked/recorded), then its a speed contest. If there is no timing, then the general thinking is that its a driver development exercise.
However, the "pre-arranged" term would certainly seem to apply to any HPDE event (and might have been put there for exactly that reason). But it depends on how the sentence is parsed - does prearranged apply only to a racing or speed contest OR does prearranged stand on its own and apply to any prearranged driving event?
The best that I can advise is to check with your insurance company.

AZ986S -> An HPDE is a prearranged drivers education event. It has groups based on the drivers experience and passing rules for each of those groups. There is no winner of any given session (Some may beg to differ). Classroom instruction is part of the curriculum. PCA runs great HPDE events.
You have a policy that allows coverage at an HPDE, but and a big but - what if you club race with PCA or run spec Miata in NASA. They can always claim (b) that you were practicing even if you were not running the Miata or your Porsche race car. Your policy is still open to some interpretation. If you only do HPDEs you should be good.
Many companies now simply list that they don't cover anything that takes place at a racetrack period, including just driving around the paddock.
We run TT as the last session of the day to differentiate it from the HPDE that took place before it.
I'm not an attorney - I just help organize and run events with the IRPCA including HPDE, TT and Club Racing.

I just registered for the NASA days in August on the outer loop.
And yeah.... they want me to be in run group 1, with an instructor.
I'm game. I'll pull as much out of them as I can, and learn everything they can show me. ;-) hahahaha....

While you are correct that an HPDE does not meet the criteria specified in A or B. The key COULD be the following "We do NOT provide Liability Coverage for any "insured" any vehicle, located inside a facility designed for racing
Most insurance companies removed most of the language relative to what the event is and focus more on where the event takes place. I know many are now saying that they won't provide coverage "on a surface prepared or designed for racing" or similar.
I tell anyone who is going to do a track day that if you can't write off your vehicle you should seriously consider either getting one you can or not doing the event. The option to that is track insurance from Lockton or other groups who provide it.
