You can't just go throw any old engine in a car out here! Yes, there are certain years you have some flexibility (OBD 1 cars, 1996 and older as well as 1974 and older cars), but certainly not in a 2000 boxster.

Not yet but CA is working on that. Any M96 engine looks similir enough to the original that it will go undetected unless you take it to a dealer for smog check. $$$
