Assuming halogen lights, right? b/c xenons use one bulb but a sliding lens so if out on low out on high.
Problem remains as me thinks still bulb and you changed incorrect bulb (3 in pod are same H7 but contrary to thought... low beam bulb is up high, high beam bulb low, and fog is inset).
Dim light you see is "city light" (194 IIRC). Anyhow, here's quick test... rotate all h7 bulbs in pod by one position... doesn't matter clockwise or anti-clockwise. Problem likely will follow to rotated position one spot.
Report back findings and we'll go from there.
