Sure, you can always remove said switch and with a bypass jumper wire connecting correct pins test and see if lights return to normal. But suspect after going thru that you'll be right back here.
To make crystal clear,
RELOCATE (aka rotate to another socket) the h7 bulb from high beam to the fog, and fog's orig bulb to low beam. And finally low beam to high beam. Plug all back in again and I'm gonna say dollars to donuts the light no longer working will be the.... high beam. (You could just do the high to low and low to high but since you're having fun... ).
