I'm assuming putting the key in the door/ignition works fine.
Otherwise, you may have an issue with the receiver on your dash.

I think I recall it being a fuse. Check the fuses correlated with the convertible top.

The '03s have electronic throttle, so I imagine all you need to do is add the stalk and enable it. I don't speak from experience on this matter.

IMO, if you get that bumper, you're going to want the skirts too. Otherwise your bumper is going to hang way lower than the sides of your car, and the lines won't match up.

You're going to need bondo filler (as suggested) but also fiberglass cloth and a lot of epoxy. It's like paper mache, if you've ever done that.
