oil seperator

i have a couple of questions about the oil seperator on a 1999 2.5 w/56,000 miles. i disconected the j-hose that goes from the seperator to the throttlebody at the seperator end and stuck my finger in the hole on the seperator and there was oil in it, would that indicate i need a new oil seperator???
2nd question i have is what is the purpose of the oil seperator? is it just smog equipment? could i just plug off the hole in the throttle body and rerout the j-tube to the oil filler tube or just put a breather on it???
