The oil/air separator pulls the air from the oil before it is recirculated back into the engine. If it is not working properly, air is still mixed in the oil and your engine could seize.

As for the oil at the throttle body end, I don't think you should see oil anywhere near the throttle body. If your separator is going bad, replace it or it could go from a $100 fix to a whole lot more.
