Jake,
I agree with your assessment.
Using the photo, and the head as test jig, when I position the reluctor wheel at the point that looks correct and place it back in the head and put the cam locking tool on it, it appears that the edge opposite the number "0" is dead parallel with the top of the head. Can you, or anyone else, confirm this if you have a cam and head sitting around?
