It's probably the horn unit itself... but check your battery voltage as well. If it's too low i've seen a few not work. The horn is behind the front bumper to the inside of the rad (right side)... just plug a v-meter into the connector off the back of the horn and see if you get 12V when someone pushes on the horn in the car. It's a bit of a pain to get at as you pretty much have to pull the front bumper skirt... Could also be the relay going....
