The ignition switch can be a pain in the you know what and are nutorious for causing issues before they fail completely... luckily only 25 bux at Audi/VW (its a VW part#). I havent seen it make the horn fail but your guess is as good as mine. 4A0 905 849 B is the Audi/VW part. For the price and amount of effort it takes to replace its a quick way to narrow it down.
