Coolant Bleeder Valve question...after water pump r&r

Hello fellow enthusiasts!
So, I replaced the water pump, topped off coolant, and used bleeder valve.
All good, temp good, however I noticed after a drive when I went to check to make sure
the bleeder valve closed that it was in the bleed position and won't reset or go back to the down position. It looks like this....
Is this normal, or is the valve defective? Any insights appreciated Thanks!
