Fuel Lock Actuator

So my car was in the body shop to get the front bumper replaced. The guys swear that they did not take off the fender, just the wheel liner (which is attached to the bumper, I guess).

When the car came back the fuel lock actuator would not retract. I opened the fuel tank with the manual emergency release, but it does not seem to be moving with door lock/unlock (ie, now that the pin is retracted the fuel door no longer will lock).

Any ideas what might be the cause / culprit? How could taking off the wheel liner result in the actuator no longer functioning?

Is there a fuse I can check?
