Can dead battery be charged from fuse box at 2 amps. ?

Maybe with all the fuses pulled-out, and some patience, the battery could be charged over a few days (if the battery is in good shape). If it's a completely dead battery, and beyond half it's life, chances are poor.

40-60 mA. The problem is that a dead battery pulls a lot of current (read amps) to come up; the under dash wiring is not designed to handle that kind of load.

Instead of charging the battery via the fuse box, why not charge through the cigarette lighter?

If the battery is in good condition and the plates have not sulfated it could be done. As said if the battery is in good condition and the internal resistance is not bad you could trickle feed it 1 amp but it might take 100 + hours to charge given losses to internal resistance and condition of the battery.
