It was a joint collaboration between the two companies. Subaru contributed the flat-4 engine, while Toyota designed and engineered the remainder of the vehicle. Since Subaru contributed a smaller percentage of the design and engineering as compared to Toyota, they (Subaru) are limited to a small ratio of cars to sell.

I have no idea if these facts are true, and don't care enough to look them up. I'm just interpreting.
