you're right that there are only two holes on each side. the entire sway bar can rotate, though (it's not 'fixed' to the vehicle radially). therefore, the anti-sway force = the total torsion in the bar, not just the torsion at one side. in settings this close, there will really not be any pre-load in the bar to worry about with fixed drop links.
if you're REALLY worried about it, you can get adjustable links, but i can tell you that w/ the adjustable links, the difference from one side to the other in length is minimal (about 1-2mm). the pre-load is negligeble.
