P0130 indicates either a short circuit of the sensor wires, or limited voltage.
Fault conditions:
1. possible crack in sensor ceramic material
2. sensor reference air polluted .
3. Short circuit from signal wire to sensor ground.
Diagnostics:
Check the sensor values (using a tool like the Durametric software, read the sensor values to see if they are in normal ranges).
Test sensor wiring harness for shorts using a digital multimeter.
And yes, it is the sensor ahead of the cat on bank #1.
