Northing is good here. the bottom outer cable is more than half way out of it's holder and the top one is completely out of the holder. It will not shift unless the outer cable is mounted correctly.

If I were you I would take the center intake tubes off and clean the oil out of the left intake they have a valley were the oil can sit and it would not hurt to clean the throttle body otherwise it...
