No, you're right. I though that maybe there was some crud in there, so I pushed the ring to release it. Nothing looked off in there, so I stuck it back in. It's a bit of an awkward spot to work on, though, so I may just not be doing things right.

I've considered taking the parts from my '97 and swapping them to see if it fixes it.
I want to make the '97 power steering electric anyways, but haven't figured out where to start quite yet. I know I could always do a temp-swap, but jeez I hate taking the crossover out to get in there.
