+1 for new correct length lug bolts or studs. The wheels look like they were mounted without a spacer previously by the marks on it. they should work fine with a correct hub centric spacer, at least from the view in the pic.

Short lug bolts and the wrong spacer is dangerous. You could kill someone else with that wheel if it lets go.
