Looks to me as if the spacer keeps the wheel from centering. I can see where it use to touch the wheel. When he gets home from work I will try mounting one without the spacer. I like the stance with, any suggestions?

Based on what I'm seeing, I'd suggest replace those spacers with a hub-centric spacer. (You won't find rings that'll work in this application)
I'm pretty concerned about what looks like only a couple of threads that penetrate the hub- threads. I'd be getting longer bolts, or, if you prefer: studs.
