Paul, Adding the actuator up front doesn't look too hard. You'll lose your the ability to use the manual lever by the driver's seat though. The actuator uses the same connection to the hood latch as the manual release.

Your 99 won't have a hole for the cable to go through

So you'll need to drill a hole like the 01-04 have
