I’d suggest removing the bumper cover, rather than the fenderwell liner.

If your frunk won’t open, you can remove all the fasteners which hold the bumper cover, except the 2 or 3 which are inside the frunk. At that point, you should be able to pull the bumper cover away from the bottom, and to search (a helper would be useful) for the release cable.
