The actuator it tucked up behind the EVAP canister. You have to remove the EVAP canister to even get to the actuator. However if the wheel liner was removed I would check the wire I have circled with red in this picture to make sure it didn't get unplugged.

Is there any way to test without taking off the wheel liner again?

Is there any fuse I can test?

Is there anything else other than the circled wire that might be responsible? (bearing in mind what you said about it’s location behind EVAP).
