Just to close the loop on this. I tried the homemade fixes for the brackets disintegrated bushings. It didn't work. Ordered the new housing, installed it and everything works perfectly. Incidentally on my 99 the torx screws were T30. The problem I was having was I wasn't fully seated in the screw AND to break it loose I had to put vise grips on the handle of the Torx screwdriver provide appropriate leverage.

+1 on the tight. Mine were ridiculously tight. They were gooped up with blue loctite as I remember also.
