Plastic splash shield/belly pan. Is it necessary?

So, they're broken but I've got #1 and #4. I'm clearly missing #5. But I can't for the life of me figure out where #19 goes. Can anybody help here?

It runs up the left side of the car, close to the bottom of the door sill. IIRC.

Hmmmm..... I seem to remember, is it covering the fuel lines and power steering lines?
