I've painted a few dozen cars and I think the guy is somewhat right about it not matching. That's if he's going with the factory paint code compared to 12 year old paint. Especially with a car from sunny California! I don't see painting just the front clip solving the color difference though. To me that makes the door and fender not match then. The paint can be matched, but I think you should take it to one of your best body shops in town if not the dealer. They can probably tweak the color on site if need be. I'd be more concern about how clean the shop is and if they can mix, than price.
I had a white truck I had to paint in stages once. The same paint code from the same mixer came out with three different shades of white. The difference was slight, but I noticed it. I also notice orange peel, fish eyes, dirt, sags, runs, sanding marks or bad taping too.
