I've been to the TireRack Facility in Midway, GA and I'm pretty certain they didn't do mounting and balancing there. The Southbend facility is TireRack HQ and I think it's a special case.

I was at the Midway, GA TireRack warehouse to pick up tires for a family member's car and I was surprised at how expensive it is to get mounting and balancing done in that part of the world. I live in South Carolina and I usually use Discount Tire. They charged $15 per wheel/tire last time. Any issues I've heard with their work were rare and quickly addressed.

Disclaimer, I work in the tire industry, but not for Discount Tire or TireRack.
