Thanks Kram.
I used a 5mm socket and was able to lock one of the headlights in place.

Sadly, the hex part of the locking bar for the other side stripped so I can't get it to turn anymore.
What should I do now?
Is there a replacement for the locking bar?
I even tried putting some tape on the inside of the socket but it was still spinning.
Thanks
