Sounds about right. My car is a 98 5spd with stock motor and no OBC so I measure it the old fashion way. Mileage varies greatly with my right foot:

Mixed driving around town 21-23 mpg
Top up highway driving to San Diego (long straight flat road) 28-30 mpg
Track day 10-12 mpg
