Least offensive way to mount a front plate. (an example)

In 23 years of driving, I've never had a front plate on my car. It seems that the San Francisco police department, though they don't enforce non-injury hit and run (not joking about this), they will pull you over for no front plate.

I stuck mine on the dash for about 6 months, but am tired of looking at it..... so I bought some industrial strength Velcro and stuck it to the front of the car. I put down a couple strips of clear-bra material first, since the adhesive on the velcro is possibly strong enough to rip off paint.
