Water not draining- rough starts?

My 99 Boxster has had a tough time starting the last couple of days. Before that it was completely fine. Yesterday and today, when trying to start up it's taking a couple of tries. The computer has reset the clock and the gauges go crazy. I thought the battery was bad, and I haven't been to have it tested yet, but today when I washed the car and went to check the battery, I found about an 1.5 inches of water sitting in the tray around the battery- is this normal?
Any help you can provide would be great!
