2003 Porsche

Engine locks at various speeds similar to going into cruise control. By pushing accelerator to floor nothing happens. Only when accelerator pedal is FULLY released does everything go back to working normal. What can cause this. This happens every few minutes in city driving.

Probably throttle body related, but that would require additional diagnostics to verify.

Could be a bad throttle position sensor
Could be an issue with the E-gas (throttle by wire) system.
Could be an issue with the throttle body.
As JFP said you need further "proper" diagnostic's
Do you have a check engine light on?
Have you scanned the OBDII system for codes?
