2003 stereo plug question

Hello all,

I'm starting the process of installing my stereo. One thing that I ran across, that I didn't see in the 2004 that I used to have is this bulb looking cover on the antenna signal wire. It's the light blue thing in the middle of the picture. Any idea what this is?

Just looks like a splice.
