The dealer can order ready cut keys. Anyone can read a VIN# through a windshield, so I would expect a higher standard of proof of ownership before the dealer would deliver a key to you.
They will probably require you to drive/tow the car to the dealership, or otherwise prove you have possesion/title to the car.
