When Litronics are factory fitted, per German law automatic headlight leveling is fitted. It's an electronic unit located nearly under the driver's seat.

Your movement without that is essentially uncontrolled.

Also legally required with HID lighting are headlight washers.

Some pertinent clarifying details...

"Brain" may be under seat but control arm and sensor measuring angle/vertical level which feeds to "brain" for action is located driver side rear lower control arm. Without arm or sensor the lights will be static under way so no "uncontrolled" movement. Dipping at start up is just motor 'memory' checking limit to ensure unobstructed and resets to 'neutral'.

Headlight washers may have been German law but definitely NOT RoW law. Possibly even has been done away completely as had many cars over years w factory Xenon and aka "Lits" (Lexus, Porsche, Ford, etc.) all sans any manner of headlight washer. KC, MO is what 4,000+ miles away from the fatherland to boot.

On bright side (punny, huh), kudos to OP for mod and properly fitting projector lights, etc. (OEM too!). As opposed to buying off shelf garbage at PepBoys, AZ, AA, O'Reillys w different focal points and/or not meant for reflector housings. Those infinitely are more dangerous really blinding other drivers... as we've all been victim of countless times.
