For most it isn't an option hence the quirk for 2001+ years. You do not need to remove the wheel well liner (plastic fender lining). You just have to pull then remove the plastic tabs holding it in place and fit your hand through it. A simple pair of pliers will work. The video link I sent you will visually show you how it's done.

The reason why you won't be able to remove the wheel well liner simply is because you won't have room with the tire there. Unless you're fortunate to not have wheel locks installed or the wheel lock key is with you to remove it just follow the advice that's been given to you. The rest is a just learning while you're doing it.
