Intermittent Low Beams

My low beams will only sometimes turn on - if I rotate the switch a few times they will eventually turn on, bulbs are both working.

Is this more likely to be the inner switch (the big red one) or the outer switch? Any way I can test this to know for sure?

There is only one headlight switch.

Pull it out and spray electrical contact cleaner inside of it (spray down the gap between the shaft and switch body) while working the switch back and forth to clean the inner contacts.
Do this a few times, then reinstall.

If that doesn’t fix it, time for a new switch.

Also, some of us have had lighting issues that have been traced to headlight assembly internal wiring suffering from flaking insulation. I suffered this issue on passenger side assembly a few years ago. Apparently this insulation issue is a german car thing from this era. I used liquid and regular electrical tape to repair all the wiring and had no further issues.
