Just as an FYI. I really just needed to pry off both levers with a plastic flat scraper, to massage the lever off the pivot point. Once I realized how to take these off, it was a 2 minute fix to swap the passenger tilt lever with the driver's side. Now I just have to find a new lever for the passenger side.

Good to know. Usually the contacts get dirty and need cleaning. Your seat back unlatches properly now?
