That hose supplys vacuum to the power brake booster. The connecter at the intake manifold has a nylon "C" shaped shim to lock it in place, make sure it is doing it's job. There is also a small O-ring seal at the connection secured to the intake by 2 screws.

Your codes indicate your SAI is not effective, so if you hear the pump operating after a cold start it is not effectively leaning the AFR seen by the secondary O2 sensors.
