It's the law most places and just common sense.
...and it is enforced here, especially in KC.
There was a local media campaign two or three years ago stating that law-enforcement would be enforcing this law, and it was seen on the roads that they were enforcing the law. Since then, it's more rare to see someone clogging up the fast lane. When I do, it's almost always someone from out of state...Utah is the worst. Must be a polygamist mormon thing.
