We have that law here in Texas, but seems limited to interstate highways. I see signs that encourage people to move out of the left lane. No enforcement is the problem. The police make it worse by ignoring the law themselves.
I am a huge advocate of testing frequently. Licensing should be taken seriously, not as a tool for employers to use for shuttling their employees to work and to the shopping Meccas.
