what is this?

I've got a 99 boxster and it appears from the trunk carpet (and underneath it) that the coolant tank has once exploded but has since been fixed (or replaced?). I searched around tonight to find dried remains of water but also found this mystery part. Is this some kind of spacer they forgot to install when putting the new coolant tank in?

Question is in reference to the shiny cylinder on the right. Chapstick is for size

No need to worry, i think its just the spacer for mounting the coolant tank..

Well I did remove that plastic cover by removing that screw. I don't think I needed to after all. I assume the spacer sits behind the screw head somewhere? Is it something that would fall when unscrewing that screw?
