Be careful with too smooth floors, leaking liquids will immediately cause a slip hazard. Don't try to paint the concrete, the paint won't stick for long and the floor will look horrible in no time. Maybe it is worth looking into staining your concrete, there seem to be some safe water based stains that would could give some interesting results. I have no experience with them, but since they are water based it could be that they won't work on an oil stained floor.
Easiest option is to just slosh a couple of buckets with Dawn soap on the floor, let soak in for 15 minutes and then use the power washer. Repeat a couple of times.
