It only needs to be cleaned if it is full of crud, which very rarely ever happens as the debris would have to be coming in with the new fluid..............
And you do not need to take fluid out of the master when changing pads; crack open the bleeder on the caliper you are working on and dump the fluid into a catch bottle. Not that much comes out, and what does is often the dirtiest stuff in the system anyway.
