Both times were DEFINITELY with new crush washers.
I have never had a oil leak from the drain plug OEM or LN. I rarely use a torque wrench to tighten it but I have reused the crush washer & zero leaks. Maybe your sump plate has a small crack or imperfection in the sealing area.
