What is this?

Looking at cool cutaway drawings and came across this bit which I have no idea what it does. Wheel to put up the periscope maybe?

Actually the hamster goes inside of there. You can clearly the wheel has a linkage coming off of it to drive the "engine" part that makes all the sounds for the car.
