What is this?
 
Looking at cool cutaway drawings and came across this bit which I have no idea what it does. Wheel to put up the periscope maybe?

That's where the hamster goes.

Actually the hamster goes inside of there. You can clearly the wheel has a linkage coming off of it to drive the "engine" part that makes all the sounds for the car.

Haha, it's literally a little wheel that spins around and doesn't do anything else.

Listed as "AS DAMPING MASS" but what is it dampening? Cheap enough though it is only $7.95

I think it's the starter like on the old Me-109.
