Question about low speed for radiator fans.

Now that I have my Boxster back from the shop (small fire from a failed power steering hose) and that part is all better I am back to my original quest. Although I don't overheat, I don't have low speed on either L or R fans. I replaced both resistors but that didn't do the trick.

Besides the odd chance that both relays have failed is there anywhere else I should look?

Hi speed does work fine as does when the AC is turned on.
