like getting an 08 model this year...

i still dont see how the stacked ones wouldnt fit on the earlier models tho, like 98 99...

They don't fit. That what these guys were saying. The stacked version came out for the 03 models.

is the oval opening for the tip larger on the newer models?
thats probably what it is
and thats not a cheap tip either, but looks sweet

The way the newer tips secure to the muffler is the difference. DJ, your chrome tip is actually a sleeve that fits over the already welded on smaller oval tip of the original muffler. It is secured by the 2 screws on the left and right side of the sleeve. On the newer 03 mufflers, they were made without any tips on them at all, so you just see a hole and bracket where the newer 03 tips would bolt onto.
