FWIW, I don't intend to drive my car in foggy conditions, so it's probably all moot anyway.

That's all it's supposed to be and FYI the rear fog light bulb is the exact same bulb as your brake light bulbs. The rear fog light is a separate section of the taillight than the taillight or the brake light.
